[chromeperf2] Link to pinpoint jobs from alerts-table

Issue description

From https://github.com/catapult-project/catapult/issues/3960

In v2spa, alerts-table links to assigned bugs, but not pinpoint jobs. Linking directly to pinpoint jobs would save users a click and some searching.
