What steps will reproduce the problem?
(1) On a nocturne, open wallpaper picker, select "solid color".
(2) Click on the white wallpaper to enter preview mode.
(All wallpapers have this issue but the white one is the most obvious.)
What is the expected result?
The white wallpaper should be shown as is.
What happens instead?
The white wallpaper is dimmed.
The issue didn't exist in 70.0.3538.110: the "Hide" in https://cs.chromium.org/chromium/src/ash/app_list/app_list_controller_impl.cc?sq=package:chromium&g=0&l=930 used to be able to hide the dimmed background, but now it can only hide the homecher icons.
Although the wallpaper will eventually be dimmed after being set in tablet mode, I think it's preferable to remove the dimming during the preview, otherwise the preview images are having different colors with the original thumbnails.
