The chromeperf dashboard uses several python scripts to deploy, run a dev server, and run tests.
Most other chops apps use Makefiles containing very simple commands. Can/should the dashboard use a Makefile or just try to simplify the scripts a bit more?

If nothing else, deploy and deploy_v2spa will be merged when v2spa launches.
