ESOCKETTIMEDOUT error on latest version on chrome and chromedriver

Issue description
UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
1. Site loads on the browser correctly but very slow when opened on the new chrome session started. Getting ESOCKETTIMEDOUT error continuously
What is the expected behavior?
What went wrong?
ESOCKETTIMEDOUT
running chrome
Error: Couldn't connect to selenium server
at url("/cl") - index.js:316:3
Did this work before? Yes
Chrome version: 71.0.3578.98 Channel: stable
OS Version: OS X 10.12.6

ESOCKETTIMEDOUT is not an error that Chrome returns, is this a log from chromedriver? Probably better to file this under chromedriver: https://bugs.chromium.org/p/chromedriver/issues/list Is your test relying on sending http://127.0.0.1 or http://localhost/ through a proxy?
