What steps will reproduce the problem?
(1)Sign into user >> Open chrome://settings/manageAccessibility/tts
(2)Reload the page and observe its contents(Please refer video)

Actual: Delay is seen while loading the page contents at voice to preview dropdown, Preferred voices and Speech engines in text-to-speech settings page

Expected: No such delay should be seen, all the page contents should load at once.

This is a Non-Regression issue seen from M69
