Non-Regression: Unnecessarily SAVE button enabled when 'card expired' error message is seen in chrome://settings/payments

Chrome Version:73.0.3644.0/11469.0.0 dev channel Daisy,Kip,Reks

What steps will reproduce the problem?
(1)Sign into user >> Open chrome://settings/payments >> click 'Add' to get Add card overlay
(2)At Expiration date >> Give an expired month and observe SAVE button(Please refer video)

Actual:Unnecessarily SAVE button is enabled and able to click when card expired message comes
Expected: SAVE button should be seen disabled when card expired message comes

This is a Non-Regression issue seen from M62

NOte: Issue works fine in Windows OS
