Horizontal scrollbar stuck after mouse over on it

Issue descriptionChrome Version : 71.0.3578.98 (Official Build) (64-bit) URL: https://jsbin.com/reteralaza/edit?html,css,js,output Other browsers tested: Safari: OK Firefox: OK Edge: NOT TESTED OS: Macosx Sierra 10.12.6 Note: Please make sure `Automatically based on mouse or trackpad` selected in `General` tab from `System Preference`. What steps will reproduce the problem? (1) Open the link and move the mouse to the bottom of the red box. (2) Wait until horizontal scrollbar appears. (3) Then Click on it (scrollbar height must be bolder) (4) Then Try to leave mouse from the scrollbar What is the expected result? The scrollbar should hide after mouse leave. What happens instead? Scrollbar stuck and not hide.

Able to reproduce the issue on chrome reported version# 71.0.3578.98 and on latest chrome# 73.0.3652.0 using Mac 10.12.6 with URL provided in comment# 0. As this issue seen M-71, hence considering this as Non-Regression and marking it as Untriaged. Note: Issue is specific to Mac. From M-60 to M-70 scroll bar in not seen when mouse moved to bottom of the red box. Thanks!
