Printing can not be performed properly when using Japanese web font

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/72.0.3626.28 Safari/537.36

Example URL:
https://googlefonts.github.io/japanese/

Steps to reproduce the problem:
1. Open a page that uses Japanese web fonts.
2. Show print preview or print.
3. Characters are missing, normal printing is not done

What is the expected behavior?
Web font and all characters are printed.

What went wrong?
unknown

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes

Please print to pdf and add the result to this bug report.

I see some strange printed layout in Chrome 73 but I think that has to do with the scrolling effects on the page. The characters are appearing OK.

Able to reproduce this issue on Windows 10 on the reported version 72.0.3626.28 and latest Canary 73.0.3658.0.
Issue is not observed on Ubuntu 14.04 and Mac OS 10.13.6.

Bisect Information:

By running the Chromium bisect, error was coming up. Hence below is the manual Changelog URL from Omahaproxy.

Bisect looks wrong here. That change is removing some unused strings from the Print Preview UI, which is unrelated to rendering to PDF. Will redo the bisect later today.

Bisected this to the following Skia roll:

From that roll, https://skia.googlesource.com/skia.git/+/32c6066ea82b693361e84153ee93a6001aa48da9 appears to be font related, so assigning to reed@ to triage.

Also adding Skia PDF and Printing components and cc-ing other CL authors from the Skia roll.
