Restore user control of shelf alignment

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 11151.59.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.94 Safari/537.36
Platform: 11151.59.0 (Official Build) stable-channel relm

Steps to reproduce the problem:
1. chrome://#shelf-new-ui
2. This flag, introduced in v70 to override the broken notion of centered shelf icons, has disappeared
3. 

What is the expected behavior?
For the OS interface not to arbitrarily change at someone else's whim, nor the means of restoring normal functionality to be striped away.

What went wrong?
UI changed for no good reason, breaking muscle memory, and the break is such that no muscle memory can ever be developed if one adds and removes pinned apps.

Did this work before? Yes v69 / 70
