Kiosk App will not launch

Chrome Version : 70.0.3538.110
OS Version: OS X 10.13.6

Other browsers tested:
Add OK or FAIL after other browsers where you have tested this issue:
Safari:fail
Firefox:fail
IE/Edge:fail
What steps will reproduce the problem?
1.launch Application

What is the expected result?
App would launch and open into the url
What happens instead of that?
The screen goes black and then it kicks you back to the main login page on the chromebook
