Force-installed apps not showing and not working on some devices

Issue description

ChromeOS version: 69.0.3497.120 
ChromeOS device model: Dell Chromebook 11 2-in-1 5190 
Case#: 17188398

Description: Istation app (kglanclfgliekimcflbfmcjohpikhchb) is not showing for users on certain Chromebooks but are working on other Chromebooks; other Chromebooks are not showing any force-installed extensions at all 


Steps to reproduce: Force-install Istation app for an OU from the Admin Console

Current Behavior / Reproduction: 
App is showing and working for the users on some Chromebooks but is not showing at all for the same users on certain other Chromebooks 

Expected Behavior: 
App should show on the users' end
