OS Version: OS X 10.10.1

Add OK or FAIL after other browsers where you have tested this issue:

What steps will reproduce the problem?
1. Open Chrome
2. Try to move the window
3. Window will not move
What is the expected result?
I should be able to drag the window
What happens instead of that?
Nothing

Thanks for filing the issue! Unable to reproduce the issue on reported chrome version 71.0.3578.98 using Mac 10.14.1 with the below mentioned steps. 1. Launched Chrome 2. Opened a new Window 3. Tried dragging the window We were able to drag/move the window without any issues. Note: Tentatively adding component UI>Browser>Panels, please change if this isn't apt. @Reporter: Could you please attach a screen cast showing the issue, which helps us to triage the issue further in a better way.
