Chrome extension history api deleteUrl doesnot take effect

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
invoke chrome.history.deleteUrl
check whether history has been deleted
the speciified url still in history list

What is the expected behavior?
history should have deleted the specified url 

What went wrong?
chrome.history.deleteUrl(url, function(){}) has no effect

Did this work before? N/A 

Chrome version: 71.0.3578.98  Channel: stable
OS Version: OS X 10.13.6

Sounds like a duplicate of bug 395955.

I didnot notice any similar bugs issued before, I just develop my plugin
and found this bug, so I reported it
