Project Member Reported by pkotwicz@google.com, Dec 24

Issue description

Repro steps:
1) Ensure Google maps is installed
2) In Chrome, visit maps.google.com
Expected:
No "Add Google Maps to Home screen" banner
Actual
"Add Google Maps to Home screen" banner is shown

This is an open spec issue. We shouldn't land a change until we've resolved it in the spec.

See https://github.com/w3c/manifest/issues/658
#2 It isn't really a spec issue. The spec is about giving developers a control here. If we're just going to unilaterally stop the prompt from showing when the app is installed, we don't need to change the spec. We can just do it.

I think this is a product-level decision which we should run by some folks internally first. I'll follow up.
How about make distinguishable between native apk and webapk?

My suggestion is adding intent category like "android.intent.category.WEBAPK_PACKAGE"
to both AndroidManifest.xml in webapk and
WebApkValidator::resolveInfosForUrlAndOptionalPackage

It assumes that there are no same url on all webapks.
(might not happen, but only thing again logically failed situation)
