What steps will reproduce the problem?
(1) Open developer tools in a separate window
(2) Pause execution, hide the developer tools window.
(3) Visit the grayed-out paused page and notice that the little yellow overlay bar will only let you Run or Stepover. How do I open the now hidden developer tools window without either Running or stepping over? Actually, the menu for the page can open it again, or use the cmd-alt-i key, but why not make it easy to get to the developer window.
In fact, why gray out and disable the whole page in the first place? Why not allow inspection of elements as the behavior when the page is paused, overriding the application's behavior.
