USB Touch Screen Overlay Not Working with ASUS Chromebox 3 (CHROMEBOX 3-N020U)

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 11151.59.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.94 Safari/537.36
Platform: 11151.59.0 (Official Build) stable-channel fizz-unibuild (fizz jax kench sion teemo wukong)

Steps to reproduce the problem:
1. Obtain Touch Screen Overlay (https://www.amazon.com/gp/product/B07D1ZFRYQ/ref=oh_aui_detailpage_o06_s00?ie=UTF8&psc=1)

2. Install Touch Screen Overlay on Monitor/TV being used with ASUS Chromebox 3 (CHROMEBOX 3-N020U)

3. Plug Touch Screen Overlay into Chromebox USB port

4. Touch on screen to control Chomebox

What is the expected behavior?
Chromebox recognizes screen touches and responds appropriately.

What went wrong?
ASUS Chromebox 3 recognizes Touch Screen Overlay as a mouse but does not respond to touches. It works correctly on my ASUS Chromebox CN62 running the same version of ChromeOS. I installed ChromeOS in developer mode on my ASUS Chromebox 3 to debug. Attached is the output from DMESG -W showing the messages after inserting the Touch Screen Overlay cable into the USB port.

OS Version: 11151.59.0
Flash Version: 32.0.0.101 /opt/google/chrome/pepper/libpepflashplayer.so

I would also add that touching the screen wakes the chromebox from sleep. So it's partially working but still not useable.
I also tested this on the HP Chromebox G2 with i7 and the same problem occurs.
