The open attribute for the dialog element does not work unless you use the showModal() method

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/73.0.3643.0 Safari/537.36

Steps to reproduce the problem:
1. <dialog open>
  stuff
</dialog>
2. See dialog but not the black background
3. 

What is the expected behavior?
Black background

What went wrong?
There isn't a black background. 

Did this work before? N/A 

Does this work in other browsers? N/A

Chrome version: 73.0.3643.0  Channel: stable
OS Version: OS X 10.13.6

Tried testing the issue on reported chrome #73.0.3643.0 using Mac 10.13.6 by following below steps.

Steps:
=====
1.Launched chrome.
2.Navigated to "https://codepen.io/cssgrid/pen/jXmNrM".
3.Observed a box with text "stuff" written inside it with white background.
Note: Tested the same with chrome version #60.0.3112.113, observed the same behaviour as mentioned above.
