The shelf should be dismissable with a swipe

Issue description

Chrome Version: 71.0.3578.94 (Official Build) (64-bit)
Chrome OS Version: 11151.59.0 (Official Build) stable-channel nocturne
Chrome OS Platform: Pixel Slate

Steps To Reproduce:
(1) Open Google Play Movies for Android and select a video.
(2) While the video is playing fullscreen, tap the video.

Expected Result:
When shelf appears, I can dismiss it with a downward swipe.

Actual Result:
Swiping does nothing.

I have to tap the app to dismiss the shelf, which also hides the controls.  This prevents me from accessing them - the taps that toggle the controls are also toggling the shelf.  I need another means of interacting with the shelf (like swiping up/down) to prevent this.

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

Think swipe down on shelf should do nothing is intentional, see  issue 880682 .
