Steps to Repro:
Switch on chromeVox with ctrl+alt+z
Goto Speech tab> then select Cycle Typing echo
Set it to None or Typing Echo set off

Expected: There should be no typing echo while we navigate to pages or type anything

Actual: With  search + A + T, chromevox toggles between:
1. character, 
2. Character and word, 
3. no typing echo however not able to select any of the option by pressing enter and cursor gets stuck as "No next table"

Also tested in:
Google Chrome	71.0.3578.98 (Official Build) (64-bit)

Same observation as above


Tried to select chromeVox> speech tab > then select one of the echo options.However when set to none still chromevox echoes the texts.
