Currently, BVC's implementation of ToolbarHeightProviderForFullscreen provides heights that are relative to the BCVC (safe area included if usesFullscreenContainer is YES).  This works, but is a little complex to reason about.  After the kBrowserContainerFullscreen flag is removed, the fullscreen documentation should be updated such that the provided heights are in the coordinates space of the browser (i.e. BVC).
