Chrome refers to Windows shortcut for reaching the "download bar" on Mac OS

Issue description

Chrome Version: 71.x
OS: 10.14.2

What steps will reproduce the problem?
(1) Start VoiceOver, CMD+F5.
(2) Open Chrome and find a page where you can download a file.
(3) Start the download, wait till it's finished, then listen to spoken feedback.

What is the expected result?
Chrome should either refer to an existing shortcut key or speak the correct one if exists.

What happens instead?
After the download is complete, Chrome says "Presds shift+F6 to switch to the downloads bar". Pressing the mentioned shortcut key does nothing..

mehmet@chromium.org, I'm removing the components for anything except accessibility on this bug and instead adding them to my new master bug for the keyboard shortcuts not being there, bug 919260. 

As for this bug, I'm resolving as WontFix because it's already been resolved. I could repro per the steps above in M71 but as of Chrome 73.0.3643.0 (Official Build) canary (64-bit) on Mac OS 10.13.6 High Sierra it's no longer announced.
