Remove AndroidWebViewConsistencyTest after m73

Issue description

We added a variations study, AndroidWebViewConsistencyTest, to exercise permanent-consistency, to verify https://crbug.com/866722.

We should remove the study, and the code in WebView which activates it, after launch.
