Display goes to sleep during sharing a tab

Project Member Reported by braveyao@chromium.org, Dec 21

Issue description

Chrome Version: found in M71 and onwards
OS: all desktop platforms.

What steps will reproduce the problem?
(1) Start a Meet on other machines
(2) on the test machine, only start one Chrome window and tab.
(3) go/present to present that tab to the Meeting and leave the machine untouched.

What is the expected result?
The presentation keeps on and the display won't go sleeping.

What happens instead?
At reaching the display sleep timer setting on the test machine, the display will go off and presenting will be stopped due to that.

Please use labels and text to provide additional information.
To reproduce, there should be no other apps that will keep display wake.

This is a regression since the new Viz is deployed and the previous aura capturer was removed. One of the related cl, https://chromium-review.googlesource.com/c/chromium/src/+/1137453.
