Border-Radius forward slash not present in document.styleSheets[0].cssRules (or cssText)

Reported by i...@optimalisatie.nl, Dec 21

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.9 Safari/537.36

Example URL:
any

Steps to reproduce the problem:
1. https://css-art.com/test/chrome-border-radius-slash-bug.html
2. follow instructions (via console)

What is the expected behavior?

Expected result:
cssText: "* { border-radius: 10px 20px 30px 10px / 30px 40px 20px 10px; }"

What went wrong?
Result is missing the slash and alters the values (which are invalid and therefor ignored by Chrome when loaded):

cssText: "* { border-radius: 10px 30px 20px 40px 30px 20px 10px; }"

Does it occur on multiple sites: Yes

Did this work before? No

Does this work in other browsers? N/A

The issue exists in Chrome 71.

Observed since at least Chrome 2.0.

Interestingly, getComputedStyle(document.body).borderRadius output is correct because it goes through the dedicated BorderRadius::CSSValueFromComputedStyleInternal which utilizes CSSValueList::CreateSlashSeparated
