Once we have the annealing builder pushing manifest snapshots, we should have a luci-scheduler gitiles trigger [https://chromium.googlesource.com/infra/luci/luci-go/+/master/scheduler/appengine/messages/config.proto#258] launch postsubmit builds, and have the postsubmit job use the manifest snapshot for its initial checkout.
