luci-py: stop running luci-py CI through presubmit

This is purely an historical reason. We should instead have a proper script to run the tests.

I suspect problems like  issue 917474  would be averted if we were using a normal way to run the tests.

luci_py recipe: add bug to TODO

The luci-py CI recipe simply runs presubmit. While this works, we'd like
to move to properly running all the tests.

No code change.
