MacPWAs: New open windows should have a new position |

Issue descriptionWhat steps will reproduce the problem? 1. Open a PWA 2. Do command-N a bunch of times What is the expected result? - The windows should open in a new location (tiled in some way). What happens instead of that? - The windows open in the same location every time (on top of each other) See attached video.

Able to reproduce the issue on latest chrome #73.0.3667.0 using Mac OS 10.13.6 by following steps as per comment#0. The following is the bisect information. Bisect Information: =================== Good Build- 73.0.3647.0 Bad Build- 73.0.3648.0 Note: 1.In latest stable #71.0.3578.98 and latest beta #72.0.3626.53 the Cmd+N does not perform any action. 2.Unable to provide tool bisect, as when using Cmd+N it invokes the new chrome instances but not PWA, hence providing a manual changelog. 3.In Windows and Linux, the Ctrl+N opens new chrome windows but not PWA.
