We need to ensure that LayoutNG is working with display locking. Currently there are a few web tests that fail.

Specifically, I'm unsure whether we block dirty bit propagation for NG, and we also don't put the pending frame rect in place when doing child layout (which is the cause of at least two of the web test failures).
