Regression:Unnecessary collapse action is seen for cookies list on 'chrome://settings/siteData' page.

Issue description

Chrome Version: 73.0.3647.0 (Official Build) 94cf45414f245832997ae1f25152fbd9bc645ae9-refs/branch-heads/3647@{#1}(32/64 bit)
OS: Windows(7,8,8.1,10), Mac (10.12.6, 10.13.1, 10.13.6, 10.14.3) and Linux(14.04 LTS) OS

Steps to reproduce:
1. Launch chrome and navigate to chrome://settings/siteData 
2. Click on the first site entry (page navigates to cookies sub-page)
3. Click on first entry and click on back navigation arrow.
4. Now click on second entry from cookies list and observe.

Actual Result  : Unnecessary collapse action is seen for cookies list on 'chrome://settings/siteData' page.
Expected Result: Collapse action should not be seen for cookies list on 'chrome://settings/siteData' page.

This is a regression issue, broken in 'M-73', and will soon provide other bisect info:
Good Build: 73.0.3635.0 
Bad Build : 73.0.3636.0

Actually the current behavior matches what I see on Stable.
