Unable to remove the user profile due to there is no button to confirm removal.

Issue description

ChromeOS version: 71.0.3578.94 (11151.59.0 (Official Build) beta-channel)

ChromeOS device model: Google_Veyron_Minnie.6588.237.0

Case#: 17379078

Description: Unable to remove the user profile due to there is no button to confirm removal.


[Reproducible steps] 

1. Launch Chromebook device with Japanese as a startup language. 

2. On login window, click the arrow on the right of its profile. 

3. Click [ Remove this user ] 

4. On the confirmation screen there is no button to confirm removal

Current Behavior / Reproduction: user is not able to delete user profile from the login window. 

Expected Behavior: able to delete the user profile from user login window.


Workaround:
->Change Display Chrome OS setting to other languages, such as Eng.
->Enabling User Data in the Admin console to remove the user on the account.

Additional info.
->It seems like that JP language is only affected, because I verified a few other languages.
(Chinese (Traditional) and Hindi, but those languages are not affected.)

@qnnguyen: Looks like  crbug.com/902362  is fixed for English users but Japanese users are still facing the same issue.

Could you take a look? Should we re-open  crbug.com/902362  and mark this one as duplicate?

We've already pushed stable for M71 so it's not really a RBS.  Which boards is this impacting?   Limited to Veyron_Minnie?  Do you have a fix?  Owner?

Why was this marked enterprise? Doesn't seem like it's enterprise-related. Marking as privacy related as anything that prevents users from removing their data has privacy implications.

cros: Fix Japanese login dropdown going off screen

This caps the line height at 20 px so that the Japanese text
doesn't make the bubble too large. It also sets the bubble
parent container to MenuContainer so the remove-user button
is clickable if there is overlap with the shelf.

This bug fixes the bug for the Japanese remove-user-button going offscreen, with the caveat that on 11-inch screens, the user-menu may go somewhat offscreen, but with the button still almost fully visible.

We tried again today on our testing Chromebook Dell device with the stable version of 71.0.3578.127, and found the recurrence of this issue when Japanese profile is tried to remove from the affected.

Therefore, I would appreciate if if you could research again in order to completely resolve this issue.

We tried again today on our testing Chromebook Lenovo device with the dev version of 73.0.3699.0, and found the recurrence of this issue when Japanese profile is tried to remove from the affected device as attached at:
