From a web developer's perspective, the ideal behaviour is:
1) Web developer modifies Web Manifest to support adaptive icons
2) Chrome ignores adaptive icons
3) Chrome updates to version which supports adaptive icons in WebAPK
4) Users WebAPKs update to use adaptive icon

The important bit is that there is no weird in between state in between the developer modifying their web manifest to include adaptive icons and Chrome getting updated.
