Merge old and new IPC -> Mojo migration docs

This page is outdated:

but contains some information missing from this page:
https://chromium.googlesource.com/chromium/src/+/master/ipc/README.md

This ticket covers merging whatever is relevant into the README file and removing the old guide.

[doc] Extend legacy IPC to Mojo conversion guide

This change adds information from the old wiki guide that was missing from the
current one.
