[Fuchsia] Enable more test suites on bots.

This enables the castrunner_tests and webrunner_smoketests suites on
the bots. This also fixes an issue where the package info file was not
defined in the right package.

Note that as per issue 918586 the castrunner_tests and webrunner_smoketests suites appear to hit a blobfs capacity crasher.  This provokes an unfortunate runner-hang behaviour (issue 918587). :P

[Fuchsia] Disable integration tests on the waterfall.

Fuchsia integration tests have been flaking on the waterfall. Disable
them until the underlying issue is fixed.
This also separates castrunner unit tests and integration tests in two
different test suites.
