Incorrect WebStateObserver callbacks are called for navigations to ftp:// URLs

Expected behavior: 
 - DidStartLoading
 - ShouldAllowRequest

Add WebStateObserverTest.WebStateUnsupportedSchemeNavigation.

This test loads ftp:// URL which is not supported in Chrome and
verifies WebStateObserver callbacks for this navigation.
