Steps To Reproduce:
(1) Tap the clock in the shelf
(2) Long-press Wi-Fi

Expected Result:
chrome://settings/networks?type=WiFi opens.  In Android Pie, the behavior of quick settings is tap to toggle, long-press to modify.  As Chrome OS and Android converge, these experiences should be consistent.

Actual Result:
Nothing happens.
