Box-shadow rendered incorrectly

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
Hard to replicate outside our web site application. Occurs when using bootstrap 3.1 modal dialog and kendo ui controls. Regression, started happening with Version 71.0.3578.98

What is the expected behavior?
Box-show should be rendered as defined in the CSS

What went wrong?
Additional or incorrect box shadow is displayed on screen when input fields are focused.

Did this work before? Yes 

Chrome version: 71.0.3578.98  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
