Demo Mode: Launching app from shelf doesn't hide screensaver

What steps will reproduce the problem?
(1) Put device in Demo Mode (Ctrl+Alt+D at OOBE welcome screen)
(2) Wait for a session start, screensaver to appear, shelf to appear
(3) Tap an app icon on the shelf, such as Chrome

Expected: Screensaver closes and Chrome opens
Actual: Screensaver stays open. (The app, Chrome, will open in the background, so it isn't visible to the user until they close the screensaver.)

To confirm: "Screensaver closes and Chrome opens" is the expected behavior? Or we should hide the shelf behind the screensaver? (I believe it's a bug for the shelf to be shown on top of the always-on-top container.)
