Reproduction can be achieved through either  issue #916950  or  issue #916504 .
In order to reproduce you must:
 - Disable chrome://flags/#views-cast-dialog
 - Disable all extensions
 - Follow the instructions in either bug listed above

The AppMenuButton correctly gets set back to the ButtonState::STATE_NORMAL, but the button's inkdrop appears hovered even after hovering and de-hovering (it does get reset to the correct appearance if you open and close the App Menu).
