Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36 Steps to reproduce the problem: 1. Noclue 2. 3. Probably, you have to set a windows personalization color, like red, apply titlebars to take the color. Then go to Chrome and open some new tabs What is the expected behavior? I expected the inactive tabs to be white, but instead they we're taking the What went wrong? The inactive tabs, are not taking the white color, they take the windows color, and you know what happens to web devs that had a red icon or like other icons, you barely see them. Also for me, for my eye it isn't good. I don't have anything against the rounded UI, that one is fine I can live with it, but if the tabs are barely to be seen then it becomes a problem. Also this isn't a local bug, it is chromes new update since I'm not the only one that has this issue, also spreading it and asking others. Did this work before? Yes The old ui Chrome version: 71.0.3578.98 Channel: stable OS Version: 10.0 Flash Version: Please, help

Able to reproduce the issue on reported chrome version 71.0.3578.98 also on latest chrome 73.0.3646.0 using Windows 10. Same behavior is from M-69 (Material Design) hence considering it as non-regression and marking it as Untriaged and removing Needs-Bisect label. Thanks!
