Admins do not want to download the extension and read through the Manifest to determine the permissions requested by the extension. They want to easily be able to see the permissions from within the Chrome Web Store.

Possible solution: add Permissions Tab to the Chrome Web Store and list out the permissions (in tech detail) requested by extension. There could be a distinction between mandatory permissions and optional permissions.

Optional: to avoid confusing consumers using the Chrome Web Store, limit button visibility to browsers in Active Directory domains.
