Admins get very worried when extensions ask for new permissions. They want a way to get alerted when a new version comes out *and* the extension is asking for new permissions. They only want to get alerted on just the extensions that they care about.

Possible solution: add an "Notify" button on the bottom of each extension listing that pops up a dialog allowing admins to enter an email and describing when they will be alerted. The email that gets sent should also allow for an admin to unsubscribe.

Optional: to avoid confusing consumers using the Chrome Web Store, limit button visibility to browsers in Active Directory domains.
