Retain all versions of extensions uploaded to Chrome Web Store

1. Allow Enterprise customers more flexibility so that they do not have to maintain their own on-site web stores.
2. Will help with version pinning and rollback.
3. Mirror existing functionality in the Google Play Console for Android Developers.
