'英数' (Eisu) key and 'かな' (Kana) key don't generate a Keyboard event

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36 Steps to reproduce the problem: 1. Connect a USB Japanese keyboard to the MAC 2. Switch to Japanese language 3. Open http://w3c.github.io/uievents/tools/key-event-viewer.html to see the events generated 4. Press the '英数' (Eisu) key or the 'かな' (Kana) key What is the expected behavior? The expected behavior is to see the grabbed events details. All the other keys are working fine. The '英数' (Eisu) key and 'かな' (Kana) key generate an event on Firefox and Safari. What went wrong? No event is generated Did this work before? N/A Does this work in other browsers? As ET doesn't have USB Japanese keyboard, tested the issue by enabling virtual keyboard. Enabled the virtual keyboard, observed keyboard in US layout. Changed the language to Japanese, but the virtual keyboard layout doesn't changed to Japanese. Hence requesting someone from Blink>Input and IO>Keyboard team help in providing further inputs on this issue. Note: Tentatively adding IO>Keyboards Thanks!
