Audits ignore device and network settings

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/71.0.3578.80 Chrome/71.0.3578.80 Safari/537.36

Steps to reproduce the problem:
1. Create an audit for a Desktop device and no network throttling
2. Run the audit

What is the expected behavior?
The audit will be run with no device emulation at full network speed

What went wrong?
The audit is run as a mobile device and the network speed is throttled.

Here are the runtime settings:

Did this work before? Yes Whatever the most current stable version was on December 4th 2018

Able to reproduce the issue on reported chrome version # 71.0.3578.80 and the issue seems to be fixed on latest chrome #73.0.3647.0 and previous stable version # 70.0.3538.110 using mac 10.14.0,windows 10 and Linux 17.10. As the issue got fixed,hence providing reverse bisect info to find where the fix has landed.
