On screen keyboard does not appear in kiosk mode

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36 Steps to reproduce the problem: 1. update to windows 10 1809 2. use a touchscreen device 3. start chrome in kiosk mode 4. try to activate the on screen keyboard by touching into a text field What is the expected behavior? On screen keyboard appears What went wrong? On Screen Keyboard does not appear. It Only appears when clicking before into the URL bar, but this isn't possible in Kiosk mode Did this work before? Yes Windows 10 1709 and earlier Chrome version: 71.0.3578.98 Channel: stable OS Version: Windows 10 1809 Flash Version: Please check out this bug, too.
