Steps to reproduce:
1. Launch chrome and navigate to above url.
2. Press tab key until focus reaches to media controls and observe.

Actual Result  : Dual focus is seen on media controls of Picture-in-picture video on pressing tab key.
Expected Result: Dual focus should not be seen on media controls of Picture-in-picture video on pressing tab key..

This is a regression issue, broken in 'M-73', and will soon provide other bisect info:
Good Build: 73.0.3644.0 
Bad Build : 73.0.3645.0 

Unable to provide bisect using hasbisect-per-revision as getting error :Error message on Windows  OS : Unable to find locale data files ,
hence providing narrow bisect
