What steps will reproduce the problem?
1. Launch chrome, navigate to above URL.
2. Click on overflow menu(on the video) > Picture-in-Picture.
3. Observe Picture-in-picture window is opened , now click on 'Exit picture-in-picture mode'. 
4. Click on 'Audio' radio button and then again click back on 'Video' radio button and observe the video.

Actual Result   : Video stops playing and appears to be stuck even when progress is shown on seek bar. 
Expected Result : Video should play and should not get stuck after switching between audio and video options.

This is a regression issue broken in ‘M-71’ and below is the bisect info:
Good Build : 71.0.3557.0 (Revision : 592638)
Bad Build  : 71.0.3558.0 (Revision : 593042)

Note: 
1.Unable to provide 'per-revision' bisect as it shows "Error running the gsutil command: AccessDeniedException: 403" error message,Tried on other machines but still getting the same error again.
2.Unable to perform 'chromium bisect' script as unable to sign-in on chromium builds, hence providing suspect through Manual change-log.
3. Issue is not reproducible on Mac and Linux OS.
4.This issue is also reproducible on Stable #71.0.3578.98 , Beta #72.0.3626.28, Dev #73.0.3642.0
