Merge to M72: WebRTC r26059

The last blocker was cleared in crbug.com/908099

This should be low risk, as no-one is presumably configuring this feature at the moment, due to it not working.

We have left the field trial in place just in case we need to kill it.

The feature is in Chrome 73.0.3646.0.
