Chrome + screen readers not interpreting H4s on a page where Firefox does

Project Member Reported by leberly@chromium.org, Dec 20

Issue description

Windows 10
Chrome 73.0.3645.0 (Official Build) canary (32-bit) (cohort: Clang-32)
Firefox 64.0 (64-bit)
NVDA 2018.4
JAWS 2019.1812.49 ILM

Steps to reproduce:
# Launch screen reader
# Launch browser
# Navigate to http://www.jnsforum.com/community/forum/52-worldwide-models/
# Press 'h' while in browse mode/virtual cursor on to navigate to next heading

Expected: Headings always seen as headings, navigable by all screen readers
Actual:

Chrome + JAWS: only title "Worldwide Models" is seen as heading, no further headings after pressing h

Chrome + NVDA: no headings found, pressing h does nothing

Firefox + JAWS: no headings found, pressing h does nothing

Firefox + NVDA: all topic headings are recognized as headings, pressing h navigates between all headings

aleventhal, want to take a look?
@leberly, you wrote that Firefox + JAWS doesn't work, but the title says works in Firefox. It only works properly in Firefox + NVDA, correct?

Also, the page markup is weird. For example, the <h4> elements are inside of list items. I think this is a WONTFIX.
