Update Chrome icon is super low-contrast in Incognito on macOS

Chrome Version: 70.0.3538.110 (Official Build) (64-bit)

OS: macOS

What steps will reproduce the problem?
(1) Wait for a Chrome update to become available
(2) Open an Incognito window
(3) Note the low contrast of the update icon

What is the expected result?

The icon should be readable. (Note that the icon is perfectly readable in non-Incognito windows; no problem there.)

What happens instead?

This could be a manifestation of  issue 898958  (fixed in r606842). Could you test in M72 (currently on beta) or newer to see if it's already resolved?
